The law
#Latvia has no single transfer pricing act. The market price (arm's length) rules sit in the Law on Taxes and Duties (Likums "Par nodokļiem un nodevām"), where s. 15.2 covers transfer pricing documentation, and in the Corporate Income Tax Law, which taxes a price correction between related parties as a deemed distribution of profit. Latvia taxes distributed profit at 20% of the gross amount (20/80 of the net), not annual profit. Detailed content rules are in Cabinet Regulation No. 802 of 18 December 2018, and the pricing methods are in Cabinet Regulation No. 677 of 14 November 2017. The Law on Taxes and Duties was changed by a law passed on 6 November 2025 and in force from 1 January 2026.
Documentation
#Corporate income tax payers with controlled transactions must prepare local documentation if those transactions exceed EUR 250,000 in the reporting year, and global documentation (master file) if they exceed EUR 20,000,000 (EUR 15,000,000 before reporting year 2025). Both are prepared within 12 months after the reporting year end. Since reporting year 2025 they go to VID only on request, within 30 days, and only transactions of EUR 90,000 or more per type are analysed. A new Controlled Transactions Report is due in the VID Electronic Declaration System within 12 months after year end for taxpayers above EUR 250,000. Benchmarking can be refreshed every 3 years, with yearly financial updates. Local files may be in Latvian or English.
Methods
#Latvia follows the OECD methods: comparable uncontrolled price, resale price, cost plus, transactional net margin and profit split, with the most appropriate method chosen (Cabinet Regulation No. 677 of 14 November 2017, per secondary sources). A simplified approach exists for low value-adding intra-group services (Regulation No. 677 as amended in 2019, with documentation content in Cabinet Regulation No. 802 of 18 December 2018). Unilateral advance pricing agreements with VID are available for a fee under Regulation No. 802.
Penalties
#For missing, late or non-compliant transfer pricing documentation or Controlled Transactions Report, VID can fine up to 1% of the controlled transactions, capped at EUR 100,000 (s. 15.2(14), per KPMG Latvia). VID has applied the maximum fine for documents that did not meet the content rules. Price corrections are taxed as deemed distributions at 20/80, and transfer pricing can be audited for up to five years.
Pillar Two
#Latvia passed its Global Minimum Tax Law on 6 June 2024 (in force 21 June 2024) but used the EU Article 50 option to delay the IIR and UTPR for six years, and it has no QDMTT. The law only requires a Latvian ultimate parent to appoint a filing entity in another country, and requires Latvian group entities to give that entity the information it needs within 12 months after the reporting year end. There is no Latvian top-up tax return and no Latvian GloBE filing date beyond that information duty.
Other rules
#Because Latvia taxes distributions, there is no annual corporate income tax return. Companies file a monthly return by the 20th of the next month when a taxable item arises, and always for the last month of the reporting year, which also carries the year's annual items such as transfer pricing adjustments. Payments are due by the 23rd of the month through the single tax account, and from 1 January 2026 a payment date that falls on a weekend or holiday moves to the next working day (Law on Taxes and Duties s. 29(3.1)); the law says this for payments only, not for returns. A CbC report is due within 12 months after year end for groups above EUR 750m, and a notification by the last day of the reporting year. VID can audit transfer pricing for up to five years.
Filings and deadlines
#| # | Filing | When | Who | Source |
|---|---|---|---|---|
| 1 | CbC notification (paziņojums to VID) Each Latvian entity must tell VID, no later than the last day of the reporting fiscal year, whether it is the parent or surrogate parent, or must file the report, or it must name the reporting entity and its residence (Reg. 397 paras 16 and 17). It is filed in the Electronic Declaration System (para 4). | Last day of the fiscal year (e.g. Dec 31, 2025) | Latvian tax-resident entities of international groups with consolidated revenue above EUR 750m in the previous fiscal year (exactly EUR 750m may count after a 2020 change, see uncertain). | Cabinet Regulation No. 397 of 4 July 2017 |
| 2 | Corporate income tax return for the last month of the year (UIN deklarācija) Latvia taxes distributed profit, not annual profit, so there is no annual return. The tax period is a calendar month: a return is due by the 20th of the next month only when a taxable item arises (dividends, deemed dividends, non-business expenses), but the return for the last month of the reporting year is always due, even if it shows nothing, and it carries the year's annual items such as transfer pricing adjustments. The date shown is the 20th of the month after year end; tax is paid by the 23rd, there is no general extension, and the annual financial statements go to VID separately on their own deadline, which this tool does not show. | Day 20 of the 1st month after year end (e.g. Jan 20, 2026) | All companies and permanent establishments subject to Latvian corporate income tax. | Ministry of Finance: Corporate income tax taxation period |
| 3 | Controlled transactions report (kontrolēto darījumu pārskats) New from 2026. It applies to reporting years that begin in 2025 or later (transitional provision 249), so the tool starts with year ends on or after 31 December 2025. It is a short structured form filed in the VID Electronic Declaration System within 12 months after the end of the reporting year (s. 15.2(3) and (13) point 4); for a 2025 calendar year the date is 31 December 2026. It does not replace the local file, and a missing report can bring a fine of up to 1% of the controlled transactions, capped at EUR 100,000 (per KPMG Latvia). | 12 months after year end (e.g. Dec 31, 2026) | Corporate income tax payers whose controlled transactions (with related foreign companies, related persons and low-tax or no-tax jurisdictions) exceed EUR 250,000 in the reporting year. Transaction types below EUR 90,000 may be left out of transfer pricing documentation (s. 15.2(11), per secondary sources). | Law of 6 Nov 2025 amending the Law on Taxes and Duties, Latvijas Vēstnesis 2025/225.5 |
| 4 | Country-by-country report (pārskats par katru valsti) Filed with VID within 12 months after the last day of the reporting fiscal year (Reg. 397 para 9), through the Electronic Declaration System. A Latvian entity files only if the parent has no filing duty, there is no competent authority agreement, or a systemic failure has been notified (para 10). The reporting entity may be chosen among EU entities (para 13). | 12 months after year end (e.g. Dec 31, 2026) | Latvian tax-resident ultimate parent of a group with consolidated revenue above EUR 750m, or a Latvian entity that must file because the parent does not (Reg. 397 paras 9 and 10). | Cabinet Regulation No. 397 of 4 July 2017 |
| 5 | Pillar Two information to the filing entity (no Latvian return) Latvia has not applied the IIR, UTPR or a QDMTT; it uses the EU Article 50 deferral. Its 2024 law only requires a Latvian parent to appoint a filing entity in another EU member (or a country with an exchange agreement) and requires Latvian group entities to give that entity the needed information within 12 months after the last day of the reporting year (s. 4(3)). There is no Latvian GloBE return, no longer first-year period in the law (so the tool uses 12 months for the first year too), and no penalty in the law. | 12 months after year end (e.g. Dec 31, 2026) | Constituent entities in Latvia of groups with revenue of EUR 750m or more in at least two of the four previous reporting years (s. 2). | Global Minimum Tax Law, Latvijas Vēstnesis 2024/119.1 |
| 6 | Global documentation (master file) Prepare it within 12 months after the end of the reporting year. From reporting year 2025 it is handed over only when VID asks, within 30 days of receiving the request (s. 15.2(4)). For years that began before 2025 the old rules applied, including automatic submission within 12 months for larger taxpayers, so a calendar 2024 file may already have been due on 31 December 2025. Before that, a master file had to be submitted without a request in some cases (above EUR 15m, or above EUR 5m with turnover above EUR 50m). It may be in Latvian or English; VID can ask for a translation. A late or missing file can bring a fine of up to 1% of the controlled transactions, capped at EUR 100,000. | Within 30 days of a tax authority request | Corporate income tax payers whose controlled transactions exceed EUR 20,000,000 in the reporting year (EUR 15,000,000 before reporting year 2025). | Law of 6 Nov 2025 amending the Law on Taxes and Duties, Latvijas Vēstnesis 2025/225.5 |
| 7 | Local transfer pricing documentation (local file) Prepare it within 12 months after the end of the reporting year. From reporting year 2025 it is handed over only when VID asks, within 30 days of the request (s. 15.2(4)). For years that began before 2025 the old rules applied, including automatic submission within 12 months for larger taxpayers, so a calendar 2024 file may already have been due on 31 December 2025. Before that, local files above EUR 5m had to be submitted without a request. The benchmarking analysis can be refreshed every 3 years if nothing material changed, but the tested party and comparable financial data must be updated every year (s. 15.2(5)). Local files may be in Latvian or English. A late or missing file can bring a fine of up to 1% of the controlled transactions, capped at EUR 100,000. | Within 30 days of a tax authority request | Corporate income tax payers whose controlled transactions exceed EUR 250,000 in the reporting year. Only transactions of EUR 90,000 or more per type need to be analysed (EUR 20,000 before reporting year 2025). | Law of 6 Nov 2025 amending the Law on Taxes and Duties, Latvijas Vēstnesis 2025/225.5 |
